 - 2 stalks chives, chopped
 - 4 tbsp all-purpose flour
 - 💧 5 tbsp water
 - 1 tbsp sesame oil for frying
 
Dipping Sauce
- 1 tbsp soy sauce
 - 🍬 1/2 tbsp sugar
 - 1 tbsp vinegar
 - 1 tbsp sesame oil
 - 1/2 tbsp white sesame seeds
 - Pinch of chili powder

Chop the chives finely. In a bowl, mix natto, chopped chives, flour, and water until combined.
Combine all dipping sauce ingredients in a small bowl and mix well.
Heat sesame oil in a frying pan. Scoop spoonfuls of batter and place them in the pan. Cook over medium heat until golden brown.
Flip the pancakes, cover with a lid, and cook on low heat until fully cooked through.
