Chop the green onion into coarse pieces.
Coat the steamed soybeans with potato starch.
Heat salad oil in a frying pan over medium heat, add the soybeans, and pan-fry until golden brown. Remove excess oil with a paper towel.
Add dried anchovies and green onion to the pan, stir-fry until softened, then season with salt and pepper.
