Prepare the broth by boiling water with radish, onion, green onion, red chili, green chili, kombu, and anchovies for 30 minutes. Strain and discard solids.
Mix chili powder, gochujang, soy sauce, minced garlic, salt, black pepper, and minced green chili to make the seasoning paste.
Prepare vegetables: slice onion, chop water dropwort, and tear oyster mushrooms into bite-sized pieces.
Add 2-3 tablespoons of seasoning paste to the broth, then add mushrooms, water dropwort, and onion. Bring to a boil.
Add thinly sliced beef to the boiling broth and cook briefly. Serve with dipping sauce.
For fried rice, reserve a small amount of broth and remove the rest. Mix rice, eggs, minced carrot, chives, and salt in the pot and stir-fry.
