Mix tempura flour and water in a bowl to create a batter. Coat the sea snails with the batter.

Deep-fry the battered sea snails in preheated oil until golden brown.

Heat oil in a pan and sauté green onion, minced garlic, onion, and chili powder.

Add diced red and green bell peppers, then stir in sugar, soy sauce, vinegar, oyster sauce, cooking wine, and water. Simmer until the sauce thickens.

Add the fried sea snails to the pan and toss them in the sauce until evenly coated.
