Remove excess blood from ground beef using paper towels. Mix with soy sauce, sugar, minced garlic, and cooking wine. Cover with plastic wrap and refrigerate for 20 minutes.

Finely chop a handful of green onion and 1/4 onion.

Heat vegetable oil in a pan and sauté the chopped green onion and onion until fragrant.
